This is a fine example of Revenue Stamped Paper. The stamp design is actually part of the paper itself. This Revenue Paper item is Scott Nr. EN-R4

These Stamps were authorized by an act of Congress July 1, 1862 which placed a two cent tax on all checks and drafts. This tax was ended on July 1, 1883.
